During the 5pm incident on Monday, the woman, who felt a stickly liquid running down her clothes and legs, alerted the mall’s security guards to stop the man as he quickly walked away.
Initially, the man had denied committing the offence but knelt down to beg for forgiveness after he was shown CCTV footage of him committing the act.
The woman had since lodged a police report over the matter and related the incident on her Facebook page with pictures.
Police said the man was not a first-time offender as he was previously arrested for taking upskirt pictures of women.
Two policemen, who were at the scene, also rushed to pull the woman, known only as Kang in her 30s, to safety.
During the incident on Sunday, Kang had argued with her husband before going to the top of the building and tried to jump off the building. According to one of the policemen, Kang would have fallen to her death if her husband failed to hold on to her hair for a few more seconds.
